Information reads: "Driver of the car that killed 7 in Brownsville today has Valluco tattoos (Texas Gang) some news outlets are saying he's a MAGA voter."

Victor Maldonado, director of the Bishop Enrique San Pedro Ozanam Centre, said he reviewed the shelter’s surveillance video on Sunday morning after receiving a call about the crash.

The city bus stop is across the street from the shelter and is not marked. There was no bench and people waiting there were sitting along the curb, Mr Maldonado said. He said most of the victims were Venezuelan men.

The official, Judge Eddie Treviño Jr. of Cameron County, said the group was outside the Ozanam Center, near a bus stop, when a Range Rover barreled down upon them around 8:30 a.m. local time.

It was unclear whether the driver had lost control or had intentionally run over the group, Judge Treviño said. He said the driver had been injured and taken to a hospital.

The driver is in the hospital being treated and under 24-hour guard watch, police said. Tests are currently being performed to check for alcohol and drug use, police said.

Investigators did not comment on a possible motive or whether the crash was intentional. At least 11 others had also been taken to hospitals. Their conditions were not immediately known.

Judge Treviño said the scene was “very graphic” based on videos he had seen of the aftermath and a briefing he had received.

“They looked like very serious injuries,” he said. “It’s a tragedy either way, but if it was intentional, it’s worse.”

In a video posted on Facebook, the Brownsville Police Department said investigators were on the scene of a “major accident.” The police said roads were blocked, and asked drivers to find alternative routes to avoid the area.

He said the car flipped after driving up on the curb and continued moving for about 200ft. Some people who were walking on the pavement about 30ft away from the main group were also hit, Mr Maldonado said.

The Ozanam shelter is the only overnight shelter in the city of Brownsville and manages the release of thousands of migrants from federal custody.

Brownsville has long been an epicentre for migration across the US-Mexico border, and it has become a key location for next week’s ending of the pandemic-era border restrictions known as Title 42.
